José Gaspar Rodríguez de Francia (1766-1840) is considered the father of the Paraguayan state. He ruled as dictator from 1814 until his death. He is regarded as having no respect for basic human rights but was able to build a stable and economically prosperous situation in his country. He was declared "dictator for life" in 1820.
