Liu Biao was a the governor of the Jing province in China during the end of the Han dynasty. His army killed Sun Jian, the founder of the kingdom of Wu. Liu Biao's forces were consequently defeated by Sun Ce and later Sun Quan. Liu Biao sent his son Liu Qi as an envoy to ally himself with Liu Bei, then emperor of Shu. Liu Biao allowed himself to be controlled by his officer and brother-in-law, Cai Mao, and his army fell into ruin.
