Since this pokémon was so rare, scientists attempted to clone it but the experiment went wrong and resulted in the creation of Mewtwo.
In the games, this pokémon is nearly impossible to get (as is noted here) and must be obtained from Nintendo personel at special events called "Pokéconventions" where they were "handed out" to the trainers that come. (That is, if they're not obtained with some cheating device.)
Mew can allegedly be caught by surfing East from the SS Anne’s Pier, but since the SS Anne (where the HM Cut is obtained) leaves after you get the HM, and this HM is is necesary to reach the Safari Zone (where surf is found) a pokémon with the HM Cut would then need to be traded in from another game instead of obtaining the HM aboard the Seam Ship, else by enabling access to the departed ship’s pier with a cheating device.
