Pre-emptive war is war that is waged in an attempt to prevent other conflicts in the future, rather than in response to a direct attack or provocation. It is at the heart of the Bush Doctrine; the first example of its application was the 2003 invasion of Iraq.

Being not in self-defense, pre-emptive war is generally considered to lack the requirements of just war. Pre-emptive war also has no basis in International Law.
