As a noun, a Quebecer means an inhabitant of the province of Quebec, Canada. Under the Civil Code of Quebec, every person permanently residing in Quebec has the legal status of a citizen. The French-speaking majority of Quebec uses the term citoyen québécois when referring to a citizen of Quebec.
