Sheng Shicai (Sheng Shih-ts'ai) was a warlord who, prior to the establishment of the People's Republic of China, ruled much of the area that is the modern-day Xinjiang province of China. He was a Han Chinese from Manchuria, and he was known for his pro-Soviet and anti-minority (anti-Uygur and anti-Kazakh) policies. Before Mao Zedong established the PRC, Sheng Shicai executed a brother of Mao.
